Spinning the winter tire idea again

There is a movement afoot that I hope does not gain very much traction.
The province of Quebec has made it law to force people to change their tires in the winter to snow tires. Last week the premier of Ontario was quoted as saying he would look at the possibility for Ontario.
My question is why is this old tradition being looked at all?
Experts say there would be less accidents if everyone had them and if that is the case why were they ever abandoned?
My suspicion is that rear wheel drive cars tended to be harder to control on winter roads, but more than 95% of vehicles sold today, if not more, are now front or all wheel drive.
When front wheel drive vehicles came along it was evident immediately that control on winter roads was vastly improved.
Couple that with elaborate traction control systems in many vehicles today and I think that cars do very well on roads with properly treaded all season tires.
Making the public buy the winter tires again that used to be the norm makes little sense to me.
I think a public campaign to make people drive more defensively in inclement weather makes better sense in more ways than one.
Number one, if people are more careful they will reduce accidents.
Number two, more tires means more cost to people, both financially and environmentally. Those tires get less mileage and create more tires for people to buy and for landfills to deal with.
