New health premiums are definitely not fair or reasonable

An open letter to Premier McGuinty:
You recently announced new and additional taxes (re: health care) as being reasonable and fair, as the tax was based on income.
Anyone earning $36,000 per year will pay an additional tax of $300.
A wage earner with an income of $72,000 will pay additional taxes of $600.
A person with an income of $400,000 pays only $900, the same as his friend and neighbour with the $200,000 income.
Mr. Ron Zambonini, CEO of Cognos Inc. (a Canadian software company), took home US$6.1 million (Globe and Mail, May 29/04). His new tax will also be $900!
Mr. McGuinty: Will you please explain to me how you can use the phrase„ being reasonable and fair in the face of the above scenario?
