Water bill has me all wet with anger

Do you find yourself getting angry every time the town water and sewer bill arrives?
I know I do.
Many people in Rainy River are now paying more for their water and sewer services than they do property taxes. That really hurts the old pocket book for me and I am sure for many others.
Rainy River used to be known for having relatively cheap taxes, decently priced water and sewer and fairly good services for the tax buck.
But now the cost of water and sewer had become so expensive that those two services alone have outstripped the costs of all the other services, like snow plowing, grass cutting, street light maintenance, garbage pick-up, etc., combined.
Of course part of that high priced water and sewer bill is to help pay for capital improvements at the water treatment plant and eventually to fix our ailing sewer system.
I can understand needing money to pay for those two items, but wasn’t there an easier way of doing it? Why not spread the payments over a longer period of time using debentures? After all the taxpayer of today should not have to pay for the entire cost of the water and sewer system to be used by the citizens of tomorrow. How many people do you know take a five year mortgage to pay for their homes? Not very many. Taking the payments over a longer period of time makes it less painful when each bill comes.
The water and sewer bill, is in my opinion way to high in Rainy River and I for one am not happy having to pay it and I am sure I am not alone.
