Lottery license problems affecting LoW Township

The site for septic disposal still has not been settled, mostly due to MOE requirements. The development of the site when chosen will be the responsibility of the contractor.
Council has made application to purchase both Bergland & Morson dump sites.
E. Pearson has been hired as new Road Superintendent beginning in Aug. with a 6 mo. probation period.
September meeting.
Present were acting Mayor J. Moen, Clerk Treasurer P. Giles, Councillors K. Pentney & A. Gate, Fire Chief L. Nordin, Road Superintendent E. Pearson
Visitors J. Fisher, G. Gillon, S. Gill.
J. Fisher & G. Gillon were requesting support for community strategic planning. S. Gill requested funding for the MTA-Morson Tourism Association - to promote tourism in the area. Fire Chief Nordin reported on department activities.
Expenses authorized for payment for the month of August were $139,955.70.
The Township of LOW was declared a disaster area by the Minister of
Municipal Affairs & Housing in the wake of the storm & flood in early August for purpose of relief assistance.
Council authorized that $5000.00 be given to the MTA as requested by S. Gill for promotion of tourism. This amount includes membership in the organization and an ad in the LOW magazine.
Old Business
The 911 number signs & posters are to be ordered by Pat Giles and to be put in place before Dec. 12 at which time the 911 service starts for organized communities. The LOW Firemen will assist in installing these signs.
There will be a meeting in Barwick Oct 4 where council will receive information and guidelines for disasters in communities from the Ontario Disaster Relief Assistance Program (ODRAP).
A committee will be struck by the community to whom applications may be made for damages (not covered by Insurance) sustained during the storm & flood.
The committee will consist of people who have no claims, no conflict of interest and are fair minded. If you know of someone who would qualify, Clerk Pat Giles may be reached for more information.
An updated version of the Emergency Plan was given to council for comments & corrections.
“No discharge of firearms” signs have arrived and the Road Super will be putting them up.
New Business
P. Giles received a letter from the Alcohol & Gaming Commission regarding the “eligible use of lottery funds.” It informs Giles that the community fund raising committee as presently structured would not be eligible for lottery licences. Giles will notify the fundraising groups of this new development.
Council will send a letter to support RRFDC’s efforts to oppose Bell Canada’s request to CRTC for a rate increase. This is because Bell Canada is not delivering its promised upgrade of technology in Northwestern Ontario.
The next council meeting will be at Bergland on Nov 6th at 7 p.m
October Meeting
Present were Mayor V. Pizey, Clerk Treasurer P. Giles, visitors Staff Sergeant H. Dennis. H. Dennis gave council a policing update mentioning that the new detachment building in Rainy River should be in operation by the end of February. The October seat belt campaign is on now so make sure to “buckle up”. He spoke on crimes in the district. Of violent crimes reported 50% were cleared of property crimes, 21% and of traffic crimes, 27% were cleared.
Council sat as a committee of adjustment and gave provisional approval with conditions to application number 46B0105.
Regular Meeting
B. Lundgren went on record opposing council giving $5000.00 to the MTA, saying he objected to the matter being decided at the meeting when council was 2 members short.
Expenses for the month of September in the amount of $88,406.52 were authorized for payment.
Roads Report - Morson plow truck needs repairs. The Road Super is to work on the brush piles on Frenchman’s’ Rock Road and also repair the road to Sportsman’s Harbour that was washed out. He will continue to get the gravel left over from the flood water out of the ditches.

Cemetery Report
The shed & sign at Bergland need painting. Ruts & holes need filling and the grounds need leveling at both cemeteries. The cemetery committee is going over the by-laws and are looking at the possibility of annual clean-up days.
Some things the public should be aware of are -
• Planting of trees & shrubs on burial plots are not allowed.* No enclosures of iron, wire, concrete or other material shall be permitted on any plot.
• metal holders or stands for wreaths & flowers may be used during winter months but must be removed by spring
Caretakers will remove, after suitable time, flowers or other objects placed on the plot at the time of the funeral when these articles become faded or unsightly.
The Rec Board is organizing a Halloween dance; the Bergland Women’s Institute will be hosting a Swedish Embroider workshop and they will be holding their annual firemens’ Hunters Supper.
