Bill Clink elected interim Reeve of Chapple

The regular meeting of the Municipal Township of Chapple was held Tuesday, January 8th, 2002 with Interim Reeve Bill Clink presiding, Councillors, Van Heyst, Neilson, Race, Road Supt., James Teeple and Clerk Treasurer Doris Dyson. The declaration of elected office and Oath of Allegiance was taken by Reeve Bill Clink.
Staff Sargent Hugh Dennis was on hand and spoke to Council concerning his annual report to the communities. His prime message on this visit was to explain to Council that, as we are situated along the border we should consider ourselves as the first line of defense in case of terrorist attack. He asked, “that we remain observant and give him a call at any time of we see anything of concern.” Dennis, outlined the topics to be discussed at the consultation being held between OPP and Communities on January 16th, 2002 at the Emo Inn and hoped that all could attend.
Fire Chief Larry Hunsperger reported to Council concerning the mill inspections and the proposed methods that are being considered for a basic pay for the volunteer fire fighters. He said, “that he would have something drafted for the next meeting, there was a total of 6 fires in 2001.” He commented that if there was someone that was required to do community work, that he would consider having work done in the fire hall if supervision was available.
Vaughan Wilson and several of his friends spoke to Council concerning looking after the ice on the skating rink. As long as someone is responsible for the water hose, Council has no objection to Wilson and his friends looking after the rink. Arrangements could be made for somewhere to store the hose and have it returned to the township in the spring.
The Municipal Council of the Corporation of the township of Chapple authorized Peter Landry to supervise the public skating rink within the village of Barwick, as he feels necessary.
The Council also authorized an increase in the salary paid to the Chief Building Official Frank Berg effective January 1, 2002.
Jim Teeple presented his report to Council, the new crew has primarily been working around the shop. Replacing the steel in one of the tandems, arranging items for the storage shed, and two gravel pits have been stripped this fall.
Peter Van Heyst re DSSAB. The land ambulance service agreement with Riverside and Atikokan is ready to be in place. Riverside has agreed, but waiting for Atikokan. Service delivery module is in place, this networks all the offices in the district. Office accommodations have been delayed until the Area Service Board issue has been settled.
Clerk Treasurer Doris Dyson reported on the NORA information received. Council has decided to delay their decision until after the annual meeting in Fort Frances, January 26th, 2002.
Groundwater study is progressing, the request for proposals are being drafted and should be completed shortly. The proposals will be sent to various firms requesting their input by mid February. Council discussed the Northern Ontario Heritage Fund and what type of projects that could be developed with the fund. “We are to look at funding a portion of the OSTAR and SCTP applications, and a further proposal was to look at a sidewalk from the existing walk in the village to Highway 11.”
Council discussed the interviews to be undertaken on Thursday, January 10th for the contract position at the Municipal Dumps. It was decided to leave the interviews for the two selected and Council. They’ll meet to plan the interview.
Bylaw No 1279 being a bylaw to confirm the appointments of several officers and employees of the Municipality was read (3) times and finally passed January 8th, 2002.
A letter was received from the Borderland Snowmachine Club concerning the relocation of the trail that comes out of Boundary Lake in Potts Township. Council have no concerns.
Retired former Chapple Reeve’s farewell party will be held January 25, 2002 between 2-4 p.m. at the Chapple Recreation Centre. Everyone is welcome to attend and give Cecil Wilson a happy well earned departure. He is a gentleman who got the job done with a friendly smile.
