Chapple council makes all town buildings smoke-free

At the July Township of Chapple, Council defeated a bylaw on banning smoking in all enclosed public places in the township but council did adopt a policy as of September 15, 2002, that all municipal buildings and enclosed spaces will be smoke free.
Jessie Ewald spoke to Council regarding the possibility of opening an Early Year Centre in Barwick. She works at the Stratton Toy Library, and if the Centre was to open in Barwick it would be a satellite of that office. She went on to explain that the Province has indicated that a proposal would be welcome and if successful funding would be available in April of 2003. Council agreed to send a letter of support in principal for an Early Year Resource Centre in Barwick.
Clerk Treasurer Doris Dyson reported on the meeting concerning the Northwest Regional Disaster Relief Committee. Reeve Clink and she had attended. Letters have been received from the Ministry of Transportation concerning Chapple’s resolution requesting Highway 600 be repaired to Ministry standards, and also a letter from Lake of the Woods township supporting this resolution. The Superbuild contract has been duly signed and received back from the Province.
Quotes, has been requested and received concerning the Shenston and Richardson landfills closure and post-closure liability as required under the Public Sector Accounting Recommendations PS-3270. A motion, that KGS group’s quote of $3,000. plus GST be herby accepted to prepare a report on the liability for closure and post closure care of the Shenston & Richardson solid waste landfill sites.
Mr. Dale Smyk from Emergency Measures has contacted Chapple Council office and outlined the training programs being offered at Fort Frances in September. Clerk Treasurer Dyson will contact Emo and express Council’s interest and that there would be three or four attending from Chapple.
Chapple agreed in principal to the establishment of the Manitou Mounds as a Reserve, subject to satisfactory resolution of negotiations concerning financial and administrative concerns.
Council supports resolution from City of Woodstock requesting an increase in the Minimum Wage in Ontario.
Council supports resolution from the Regional Municipality of Durham concerning domestic violence prevention. Supports resolution from City of Brockville requesting the Federal and Provincial governments to amend legislation to permit municipal governments and municipal boards/committees to accept donations derived from various legal lottery events.
Supports resolution from the Country of Bruce requesting government of Ontario to provide direct funding to local municipalities to cover the costs of (1) undertaking the required engineering studies to determine which sewage treatment plant or plants have the capacity to handle increased volumes resulting from Bill 81 and (2) treatment plant capacity where plants are required to receive septic tank wastes. Council supports resolution from Town of Markham requesting the Province to amend Bill 124 to delete the proposed changes to Section 41 of the Planning Act.
Motion carried, whereas the Rainy River district requires a method of physician recruitment and retention to meet the requirements of our residents and whereas the application rate of northern students to medical school is only half of those from the south, and those that did apply normally went south for their training and whereas the Northern Medical School is now being established and the possibility of attracting more of our students to the training facilities is feasible. Now therefore be it resolved that the Rainy River District Municipal Association be respectfully requested to bursary aimed at a financial contribution to a scholar entering the medical field, who would be required to work in the Rainy River district for a determined number of years upon graduation, and that this resolution be forwarded to the Rainy River District Municipal Association for their consideration.
Township of Chapple hereby supports the request from NOMA to donate $200.00 to support Thunder Bay Mayor Ken Boshcoff’s campaign for Presidency of AMO.
Norman Hyatt was appointed as the Corporation of the township of Chapple’s representative on the Northwest Regional Disaster Relief Committee.
