Lake of the Woods Council held a special meeting on March 16. Present at this meeting were the Mayor and all Councillors, Clerk-Treasurer, R. Morgan solicitor for Langilles and again about 25 community members.
Council first sat as a Committee of Adjustment to consider the by-law to establish a right-of-way, which was raised from the table for discussion. Mayor Pizey opened the discussion asking those speaking to be brief and not repeat all the points that had been discussed at previous meetings.
M. Stenger presented Clerk Giles with the original petition with the signatures of the people opposing the establishment of right-of-way through to Hwy. 600. It was accepted by Council and will now be recorded in the minutes of the meeting.
Mr. Morgan, speaking for his clients and armed with many MNR maps, again disputed that the roadway on Lot 4 was ever a road “for a road, by definition, must go somewhere”. He asked that council not make a decision in favour of one taxpayer over another. Mayor Pizey said that it was not a matter of favour to anyone but that council was thinking proactively. Several of the visitors spoke to the issue.
Clerk Giles read the proposed by-law in it’s entirety. Council then passed By-Law #127 being the Erickson Road Extention By-Law. It states that pursuant to Sections 31 and 64 of the Municipal Act 2001, Lake of the Woods Township establish a highway as follows:
a) An extention to Erickson Road east from the limit of said road, as confirmed in By-Law # 529, to the edge of the Little Grassy River and being approximately .1km in length.
b) In Concession 3 McCrosson Lots 3 and 4 from the north limit of said Concession to the south approximately 383 metres.
1) Firstly, approximately 245 metres of highway is established, in order to provide road frontage on a municipal maintained highway, for
3 lots as proposed in Consent File 46B0303. This highway extends south from Erickson Road. This highway is to be constructed by the proponents of the new lots.
2) Secondly, approximately 138 metres of highway is established extending from the limit of the highway in clause 1). This highway is to be constructed by the proponent (s) at the time further development occurs. “
After passing this By-Law, Council was thanked by spontaneous applause from the visitors.
